A Journey from Business Architecture to a Digital Process? A Case Study in Government Transformation @ itSMF Ottawa-Gatineau Professional Development and Education Workshops

In the Province of British Columbia, strong pressures were mounting within the justice system due to increases in caseloads hitting the courts and cases becoming delayed to the point of abandonment. Adding more human and physical capacity within the same judicial framework was not an option to alleviate congestion. Something innovative had to be re-imagined and built in order to break the logjam. In addition to workload issues, there are significant location constraints in a province with difficult geographical access to courts affecting both the participants and legal practitioners. One of the choices made by the BC Ministry of Justice was to deal with Civil Disputes (non-criminal) in an unconventional manner. These cases are the least impactful of the range of disputes. So the province chose to digitize the entire civil dispute resolution process from end to end and feature significant self-help and peer to peer capabilities. Starting with key legislative changes, a team was formed to define, design, develop and implement civil disputes. The solution is now operational.
